1. second compression test with different gauge 2. leak down test to verify ring or valve issue 3. verify mechanical timing4. swap in different CAS Did you do any maintenance on the engine , timing belt , plugs , 60k-120k service , anything before you installed the engine ? You should have and if you haven't that would be the first thing to do if your leak down test verifies your rings and valves are good. If you did replace the t-belt, it is very possible it was done incorrect.
